General Manager Assets Development
Assets Development is one of Hunter Water’s engineering divisions and comprises the Network Planning and Contracts groups.
Network Planning
Focuses on managing the planning and pre-construction phase of water and wastewater network projects to meet growth and regulatory standards. Network Planning is responsible for the following functions:
• Water and wastewater network planning
• Recycled water dual reticulation planning
• Development Servicing Plans
• Technical advice on water and wastewater network capacity
• Management of the corporate Forward Capital Program
• Pre construction activities of network upgrade projects
These functions are outlined in more detail below.
Water and Wastewater Network Planning
• Management of the Network Servicing Strategy Study program.
• Preparation of capital submissions for project and funding approval.
• Identification and implementation of improvements to design standards from a planning perspective.
• Development and monitoring of water demand forecasts.
• Management of the wastewater network flow gauging program.
Recycled Water Dual Reticulation Planning
• Feasibility assessment and planning of recycled water dual reticulation schemes.
• Capital submissions for project and funding approval.
• Development and monitoring of dual reticulation recycled water design demands.
Development Servicing Plans
• Review and development of Hunter Water’s policy and guidelines with regard to Development Servicing Plans.
• The calculation of developer charges and the production and publication of Development Servicing Plans in accordance with IPART’s determination.
Technical Advice
• Provision of technical advice to other groups within Hunter Water on water and wastewater network capacity. The main client is the Developer Services Group.
Forward Capital Program
• Management of the Corporate forward capital works program and provision of information for internal and external reporting commitments eg Treasury, IPART.
• Preparation of the Board Capital Works Sub Committee and Board papers on the annual capital budget process and the forward capital program.
Network Pre Construction
• Delivery of the pre construction phase of network capital upgrade projects including concept design, environmental impact assessment, detail design and preparation of construction tender documentation.
• Liaison on major RTA Relocation Projects.
• Management of guidelines, procedures and supporting information associated with pre construction projects.
• Review of developer pump station designs to ensure compliance with Hunter Water standards.
Contracts
Focuses on managing the construction phase of all water and wastewater network, water and wastewater treatment works and water resource and storage projects. In summary, Contracts is responsible for the following functions:
• Developer Constructed Assets.
• Capital Works Contracts.
• Procurement Risk Management.
• Development of Contract Management Policy.
These functions are outlined in more detail below.
Capital Works Contracts
• Provide input to preparation of tender documentation.
• Call and evaluate tenders.
• Award and manage contracts for the construction of new and upgraded assets.
• Manage the commissioning of new and upgraded assets.
Developer Constructed Assets
• Development of Conditions for Construction of Major Works.
• Development of Conditions for Construction of Minor Works.
• Prequalification of Contractors for construction of Developer Works.
• Inspection of Developer constructed water and wastewater assets.
• Management of the preparation of work-as-executed information for Developer constructed water and wastewater assets.
Procurement Risk Management
• Develop procurement strategies and provision of advice to others within Hunter Water.
• Provision of input to the preparation of technical standards and specifications.
• Dispute Resolution Strategies (including Alternative Dispute Resolution).
• Undertake Contractor Performance Reporting and maintain records of performance.
Development of Contract Management Policy
• Tender Documentation Manual.
• Tendering and Tender Evaluation.
• Occupational Health & Safety Management Systems / Plans and Contractor Safety Management System.
• Quality Management.
• Environmental Management.
